Survey

We should create a survey and gather use cases and requirements to understand how to design a good draft review process, and a good commenting tool.
The survey should be targeted to collaborations that are actively working on drafts reviews.

Ideas for questions (to be rephrased):

• How often do you use the commenting tool in CDS for reviewing drafts?
• Do you prefer a GDocs experience with in-line commenting, or a few long comments?
• What are other tools that you like and we should take inspiration from?
• Would quoting be enough?
• Would you be available to participate in a test of prototypes?
