Update surrogate tool for polar stereogrphic output:

Change

GRIDNAME [...] 187 187 1 PolarSTEREO meters 45.000000 -98.000000 1.000000 -98.000000 90.000000

to

GRIDNAME [...] 187 187 1 POLGRD3 meters 1.0000 45.000000 -98.000000 -98.000000 90.000000

The project description in the current tool is not compatible with SMOKE. The three fields after the "meters" field are also in the wrong order. For this projection, the "1.0000" needs to go first.
