[Bug] Backend ticket to add a resolver that returns all licenses

Summary
When an Admin chooses to customize the list of Licenses for their template (on a Research Output Table question), they are not presented with the full list of Licenses.

Expected Behavior
The admin is able to view all licenses. This could be done by either using a modal like we do for the repositories and metadata standards or perhaps scrolling to the bottom of the list triggers the call for the next page of results and appends them to the list

Actual Behavior
It appears as though the page makes an initial call for the first page of licenses and then has no mechanism to fetch more.
