Add seed data for project/plans

The related works data source tests are failing because they expect their to be a plan with an id of 1.

We need to add seed projects/plans anyway.

Include:

• Project and Plan
• Project Collaborators
• Project/Plan Members
• Project/Plan Funding
• Plan related works
• Answers to Plan
