Damage Protection Always On?

On a 2 - Player LAN server with no safezones and ACF/XCF Mode set to none or battle no damage is done to any props. My XCF folder and ACF folder do not have a dp file. The server says that the current mode is set to battle and it says that I am on the damage list however it still does not work.

I had this very same issue, there is no known cause or fix beyond deleting every file related to DP. There's only like 6-7 though, so if you want to get rid of them it's not too difficult.
