Installation issues

Hello, I installed python 3.9, numpy 1.24.3, scipy 1.10.1 in conda, but in the process of configuring the interpreter in pycharm, it appears that this application cannot run on my computer, is it because the package is only suitable for running on linux systems? If not, what is the cause and what is the solution? I'd appreciate if you could help me, thanks!

Hi, I never tested the package on Python3.
It's been 10 years since I've used it.
Feel free to fork / port it to python3.
