Move hemp seeds to loot table (Forge 1.20.1).

Explain your idea

Making a modpack, being able to disable hemp seeds from grass would be a nice option, and I noticed that hemp seeds do not drop if you /loot give yourself the loot table for minecraft:blocks/grass, wouldn't it be easier to modify the loot table?

You can disable it actually, but mods need to use a different mechanism than directly modifying loot tables - there isn't a clean way to merge together multiple mods' changes to one table. Instead they use Neoforge's Global Loot Modifiers system. IE's one is here. You could override that from your own datapack to change the criteria, or have your datapack define global_loot_modifiers.json with replace: true to allow turning on/off modifiers for mods in general.

Bit odd that /loot give doesn't trigger it, could be sorta a Neo bug/oversight.

I'm still using 1.20.1 (after reading the manual, I realise that this issue is irrelevant due to being unsupported)
