Set up initial card-publicator #8
Description
Initial card publicator should contain at least:
- Retrieve SAR profile from RMQ
- Convert NC SAR profile to json
DATA ENRICHMENT IS FOR A LATER STAGE - Convert SAR json to a card conforming to our template
- Publish SAR card to OperatorFabric
