RA input data shall have activation costs defined based on TSO input

Requirements:

Expand support for existing NC profiles for regional coordination (or implement a workaround) to support an activation cost attribute in RA NC profile.

Align with Baltic TSOs the activation costs for all XRA (can be base and modifiers for specific ones, or general ones that we ourselves can amend based on outage status/normal status of the equipment etc.)

MUST USE MIN_COST OBJECTIVE FUNCTION TO EVEN TAKE COSTS INTO ACCOUNT
