Building the countertrade/redispatch action types into the CRAC natively

Countertrade/redispatch/possibly injection range actions as well need to be part of CRAC building process. Countertrade and redispatch can be imported from input data, and depending on the needs, injection range actions will have to be defined separately (SE>LT/EE>FI)

Also need to investigate what will be the current PowerSchedule RA outcome if we start building the CRAC on the current Countertrading actions (it contains only single System area information, no info on what two areas are countertrading between eachother)
