Update Cosmos DB Management to 01-15 (Azure#18454)

* update tests

* change version

* changes

* update tests

* Change APIversion in props

* re-run tests

* regenerate after change to modelAsString=false and rerun tests

* Change version to 2.0

* Regenerate + rerun tests with version 2.0

* test files

* Run generate.psq

* Update comment for new version in csproj and rerun generate to try to match generated code in linter

* Remove lines from BackupPolicy manually
