For our business case we are creating modules in ACR for every Azure resource.
for resources like policy assignment or role assignment we deploy on different scopes.

We are now creating a module for every scope we want to deploy, But it would be great to have be able to set the targetScope of the module.

   name: name
   scope: scope
  targetScope: resourceGroup
}

I think this would be solved by #788. Closing and tracking there.
