Decorators on param, using, and extends statements raise no errors

param, using, and extends statements do not support decorators, but you can supply them without raising any diagnostics. The decorators have no effect on the compiled output and are not validated. For example:

@foo('bar')
using 'foo.bicep'

@notARealDecorator(1, 2, module 34)
param fizz = 'buzz'
