If someone has a working app and wants it running in Azure, they should be able to get from where they are to deployed without learning what a resource group is, what region they're in, what a Bicep module does, or what azd calls any of its concepts. Not because those things don't matter, but because they don't matter yet. Making people care about them the first time they're getting started adds a lot of burden.
