Add a shared form validation framework for dashboard forms.

Current Behaviour

Asset registration, compliance update, minting, and admin forms may validate fields inconsistently.

Expected Behaviour

The dashboard should share validation patterns and error display behaviour.

Suggested Implementation

Create validation helpers, form error components, integrations, fixtures, tests, and docs.

• Shared form validation framework is implemented.

• Docs explain form validation usage.

This should be a meaningful frontend implementation.
