Outside of Visual Studio or Rider environment, the docs just imply to

Downloading the AndroidSDK that way does not setup Xamarin.Android.Tooling.targets to have AndroidSdkDirectory and JavaSdkDirectory properties configured for the correct path.
As a result an error is thrown while compiling
