Update publish ui and service

1. Upgrade React to use latest version

2. Resolve some security vulnerability updates highlighted by dependabot

3. Current version uses CAS for authentication for both publish ui and publish service. Migrate to cognito for authentication as CAS test is not working as expected.

4. Other minor fixes for eg: licences with https value in dataset emls
