Reported by Dr. Hans Georg Richter (Jorgo)
I also used the DELTA-EDITOR to make a few changes in text comments (between
angle brackets) in one of the items involving typical German odd characters
like "ä"(aumlaut), "ö"(oumlaut), "ü"(uumlaut) and "ß" (used to circumscribe
a sharp "s" after a long vowel).
ISSUE02: In the resulting ITEMS coded description these characters are not
translated into the correct caracters, rather they appear as a sequence of
characters. This problem has also been commented already in severals ISSUES in
the sense that a universal character set is not implemented.
