Add bat&sh file that can create correct directory structure, readme for user

Objective: To maintain consistency we can have a script which asks the user the algorithm name and language & it can automatically create corresponding dir structure. This will allow us to keep consistency as well avoid mistakes. Also, we can have a standard readme template. This is to help newcomers

I can jump on this, do you want a downloaded script that if they run it will essentially do the following, if I want to implement bogoSort.go it would create this structure:

BogoSort
├── readme
└── Golang
