M0: Record falsification verdict in ADR-0001 + runbook

Milestone-0 — record the verdict. Turn the experiment into a durable decision.

Tasks

• Fill the "Falsification evidence" section of ADR-0001 (result, setup time, notes)
• Move ADR-0001 Status → Accepted or Rejected accordingly
• Commit the runbook (redacted, no secrets) so the experiment is reproducible
• Record a short demo (terminal capture): hub reaches spoke-local service via cluster-proxy + MSA token; outbound-only shown

Acceptance

• ADR-0001 has a real verdict + reproducible runbook; go/no-go for Phase 1 is explicit.
