Completion evidence

All four verification tasks are complete. PR #245 merged to dev at 14bec50 after 35 successful exact-head checks and zero failures. Release promotion remains separately human-gated in #140/PR #17; immutable v0.2.0 tag and GitHub Release creation remain sequenced in #147.
