Elipsis don't match block radius

When using the elipsis leaflet extension and passing a block radius, the result varies based on the size of the tileset. 

I've not found good numbers to use in determining the block to meter ratio is. The overviewer latLngToWorld and worldToLatLng utilities are unrelated to "meters" used by leaflet's Circle and Circle marker implementations.
