Expected Behavior

$ npm version patch|minor|major re-writes cli-readme regardless of user's personal .ararc config

Actual Behavior

borky ./scripts/shipright error if no [network.identity] whoami=... is set in .ararc

Steps to Reproduce the Problem

  1. no whoami set in .ararc
  2. run $ npm version patch|minor|major
