PR + nightly + weekly security audit cadence

Problem Statement. Today only weekly. PR-time is most valuable
(see #6); nightly is a "fresh advisory" sentinel.

Expected Outcome. Three-tier:

• PR-time (existing PR workflow).
• Nightly at 02:00 UTC.
• Weekly Monday 08:00 UTC (existing).
