Users can receive notifications

As a **registered site user** I can **receive notifications** so that **I can be alerted to post and comment updates**

### Acceptance Criteria

- Given a user comments on a post, then the author and fellow commenters should be emailed
- When a user receives a post update email notification, then it should include the comment details and a link to the post
