Add more "helper" WebUI pages #4853
Description
Issue #4811 added some "helper" WebUI pages for startrails and image stretching.
This Issue is to add more helper tools:

1. Timelapse settings - this page would allow users to create multiple timelapse with different settings. This is
allsky-config config_timelapse. -
2. Remove Bad Images Threshold Low and High - this page would display historical data on "bad" images and suggest what changes to make to the settings. This is
allsky-config bad_images_info. -
3. Allsky Website's constellation overlay - this page would help the user determine what settings to use to get the constellation overlay to line up with the stars. This includes the top and left offset of the overlay and the width, height, and rotation. Plus potentially others. This is the "Explanations -> Constellation Overlay" documentation page.
