Padding upon tabs is too high

Problem
When Th24 UI is enabled, other UI elements are in comfortable sizes but the padding upon tabs is bigger than before. Maximized windows are not affected.

I reset all flags and turned on only chrome://flags/#thorium-2024, problem still occurs.
