#autoplay-policy is not working properly

Problems

Descriptions of the flag:

Disable/Enable AutoPlay
Allows setting the AutoPlay policy. Use No User Gesture Required to enable AutoPlay, and use Document User Activation Required to disable AutoPlay and force all sites to require a click to initiate media playback. User Gesture Required is the default, and blocks most AutoPlay annoyances, while allowing some (i.e. WebAudio) to continue. – Mac, Windows, Linux, ChromeOS, Fuchsia, Lacros

Test Case

Try to open up any multimedia sites with its AutoPlay such as YouTube video.
For example this ads free one: https://www.youtube.com/watch?v=NeBlDtBSbI8

• Default
  The description says that "User Gesture Required is the default" but if I try to use it, then it won't block any AutoPlay.
• No User Gesture Required
  It's working as it should.
• User Gesture Required
  This one successfully blocks the AutoPlay if reloaded from already fully-loaded pages.
• Document User Activation Required
  This one supposedly more strict than User Gesture Required, but if I try to use it, then it won't block any AutoPlay.

Summary

User Gesture Required is working partially.
Default and Document User Activation Required is not working.
