Create a contributor evaluation policy for Aegis Dashboard issues.

Current Behaviour

Contributors may assume that merged PRs are automatically approved for payment.

Expected Behaviour

The repo should clearly state that GrantFox evaluation happens after merge and depends on quality, tests, CI, and issue completion.

Suggested Implementation

Add documentation explaining evaluation expectations, payment-period behaviour, self-review, and maintainer review standards.
