"Leave unpopulated" obligatory or optional?

Do any of the footprints listed as "Leave unpopulated" at https://www.acheronproject.com/joker_mcus/joker/ have to be left unpopulated due to potential conflicts with the respective MCU, or are all of them allowed to be populated even if they aren't needed?

Maybe "Leave unpopulated" (which sounds like an imperative) can be replaced by something like "Can (but doesn't have to) be left unpopulated" or "Optional (i.e. can be left unpopulated)" to make that clear.
