Fix Greet Contributor Workflow

🐛 Describe the bug

Greet Contributor workflow is failing to run with a 403 Forbidden Error. We need to look into why this is happening and correct it.

@Mayank4352 The Workflow still has errors. Upon creation of issues the workflow fails with the following logs:

Runner Image Provisioner
Operating System
Runner Image
GITHUB_TOKEN Permissions
Secret source: Actions
Prepare workflow directory
Prepare all required actions
Getting action download info
Error: Unable to resolve action `actions-ecosystem/action-create-comment@v1.4.0`, unable to find version `v1.4.0`

Moreover on opening of Pull Requests the workflow is not triggered at all.
Please look into these

Additionally, the Workflow was triggered on closing of a PR but as the message includes github.actor , it tags the maintainer who closed the PR. Let's change this to still tag the original contributor to show more appreciation for Contributors

Please add or merge the workflow file to the default branch (master), as GitHub Actions only reads workflow definitions from the default branch for events like pull_request or issues.
The issue #498 error was fixed because the corrected workflow ran on a push to dev and GitHub uses the workflow file from the branch the code was pushed (dev).

I'll work on changing the tags and look for some work-arounds if there are any

Okay, lets try merging the workflow into Master. Please open a new PR with master as target branch

@Mayank4352 Maybe the older failure was an issue with cached actions, The Workflow is running fine now as seen in #505 , however it fails in Issues (#504 ) with the error: Error: Unable to resolve action `actions-ecosystem/action-create-comment@v1.4.0`, unable to find version `v1.4.0

This is a simple versioning error, so please find and lock it to the correct version and raise a PR to update the action
