feat: Add configuration management options for Codex and Claude Code

- Introduced ManageCodexConfig and ManageClaudeCodeConfig properties in AppConfig to control whether CodexSwitch manages user configuration files.
- Updated ProxyHostService to respect these new configuration options, ensuring user files are untouched when management is disabled.
- Enhanced UI with new sidebar groups for configuration and monitoring, including relevant menu items.
- Added corresponding translations for new UI elements in English, Japanese, and Chinese.
- Implemented tests to verify that configuration management behaves as expected, including backup and restoration of user files.
