wait until cooled

With a wait_until_cooled and cooling_timeout_seconds don't start taking data until the temperature is temperature_tolerance=1 #degree from the target_temperature or else cooling_timeout_seconds is reached. If the timeout is reached and require_cooling is set, then exit with an error. If require_cooling is false, take sequence even if not cooled (this could happen on a hot day, where the set target temperature could never be achieved).
