Feature request | Option for disabling ice boating mechanic.

Self explanatory title. Would come in handy for hardcore based survival modpack makers, to motivate players use railroads or other traveling methods instead of this odd unbalanced mechanic. So basically this option would make boats move much slower (as slow as on any normal block) on slippery blocks such as ice, packed ice and any other modded ice blocks (if they support the slipperiness).
