Ordinary mouse doesn't move

When moving after double tap or moving with 2 fingers, the cursor moves as intended, but that is selecting range, not just moving cursor

When I try to just move the cursor, nothing happens :-(

The movement sometimes happens some 5-10 seconds after holding the screen.. as if there is some access conflict with some other app. But have no idea how to troubleshoot that
