I gave a look into this one and, unfortunately, the results aren't great. Generator requires wp-parser-lib, which still requires composer/installers 1. The same applies to phpdoc-parser (which is also a dependency of generator.)

WooCommerce seems to be dealing with its hooks reference creation with some custom code that we could use.
