Pioneer's testnet Miden Client design

A user will use the Miden Client to interact with the Miden Network. A client might be managing several accounts. Needed features are defined in 0xMiden/miden-client#15.

Roughly we need

• A CLI with which a user can interact with, see CLI interface miden-client#15
• A Database to store the (local) state needed, see Client database miden-client#5
• An RPC endpoint to communicate with the Miden Node. We need to reuse what is used by the miden node https://github.com/0xPolygonMiden/miden-node/blob/main/proto/proto/rpc.proto
• The transaction kernel and objects from miden-base
• The Falcon Key implementation from miden-crypto
