Does not work if external display set to "Overscan"

If an external Display has the Overscan box checked in the Displays Preference Pane, the Night Shift tab does not show up. If I turn off Overscan, the Night Shift tab shows up. However, disabling Overscan results in a very cropped and low quality image on my monitors.

If I turn off Overscan, the Night Shift tab on my system still won't show up.
